I believe this is the ninth time this portal has been submitted for deletion between myself and fellow players. This is also not the first time someone has appealed a rejection for deleting this portal. The previous attempt can be seen here:
However, the user who posted this made an error in saying that this mural was covered up by the Baby Yoda mural that is now a nearby portal.
This mural was originally painted for the Ooh La La Boutique some time in 2013. Here is a street view from January 2013 showing the wall before it was painted:
And here is another from September 2013 showing the same wall after it was painted:
Ooh La La closed in the spring or summer of 2019. Here is the boutique as it looked in November 2016:
And here is that same location in September 2019, showing an empty storefront:
The building is now owned by Graffiti, another boutique. A "Coming soon" sign for them is visible on the window in that last street view, but here's a picture I took of the store in August:
Soon after opening, this boutique commissioned a local artist to paint a new mural over the previous one, which is why I (and others) marked the portal for deletion. The new mural of a painted skull with Graffiti's logo is visible in both of these photospheres, which were taken by other players who attempted to get this portal deleted:
Existing AMAs don't say exactly what to do when one mural has been painted over and replaced by another. Both myself and the other players who have attempted to get this portal deleted believe that the correct thing to do is to delete this portal, then submit the new mural once the old portal is gone. We don't believe it makes sense to do a photo submission for the existing portal, as the new mural is functionally distinct from the old one. If this appeal is denied, I am almost certainly submitting a question for this month's AMA on the matter.

If you get denied, you can submit name change for POI thru your game, then submit new pictures and request the old ones deleted.
Appeal Denied- Thanks for the appeal, Agent. We took another look at the Portal in question and decided that it does not meet our criteria for removal at this time.
Hard disagree. This mural has not existed for months now and should be removed for accuracy of the Portal Network.
Would just add a new photo, the name fits one way or another
