Nomination was rejected, then appeared "in voting" again, and is hanging there

I submitted a trail marker on Sept 19; was not upgraded; got "rejected" email on Sept 24, with "cannot confirm location". Kinda unexpected: it was not visible on satellite, but was clearly on trail intersection, support pic/comment had clues, and there were other portals with that trail name in the area. Anyway, could improve and submit again.
However, next day it went back into "in voting" in wayfarer, grabbed an upgrade, and now is sitting in "in voting".. A week is usually enough for an upgraded nomination to go through or return.
So, is it actually in voting right now, and email was a bug? Or email was correct and now "in voting" is a bug? Should I re-submit it, or the area is locked by "in voting" nomination?

Also just found comments on this forum about editing nominations in wayfarer and how it can possibly interfere with normal flow. Not sure if that's the case, but yes, I usually edit nominations (better support text for example) in wayfarer before they go into voting.
