Are dog parks acceptable POI or no? I have voted on several and typically skip if I have a skip available, because I am not sure...but now they are showing up around cities I visit and want to know what the ruling is?

There is no official Niantic guidance, however there are generally acceptable with signage or a permanent structure to help prove its existence. These are similar to "people parks" and are used by people to socialize, as well. These may be acceptable as a city facilitated park or even ones in an apartment complex or housing community, provided it is not directly part of private residential property.
Typically not acceptable are generic "dog waste station" posts with nothing more than a container of doggie bags.
I see no reason not to treat them like other parks.

Little question if i look at the picture why is the red marker not where it says hundepark maybe this could be a reason why it went to rejected
Dog parks are probably acceptable. They should be an area with some sort of designation as a dog park. A sign post with poop bags, a trash receptacle and a sign reminding people to clean up after pets is not a dog park. I only include that because I have had to review a bunch of these type nominations.
