Niantic does not remove old photos simply because physical changes where made to the POI. There is still a footbridge at the same location.

As I mentioned in the original post, they are not the same in the eyes of the wheelchair community:

To add some local context, the bridge that's depicted in the current wayspot was a decades-long sore spot within the wheelchair community. The city (Edina) was dismissive of how inaccessible the park was with these bridges, and only developed a plan to replace the bridges when they started rusting into disuse. Those old iron bridges are a painful reminder to wheelchair users of a time when the city failed to listen to them, and leaving the bridges in the network will continue to remind them of that failure.

The original bridge crossed a span of about 15 meters, but for a wheelchair user they would need to travel over 450 meters just to get to the other side. The city felt that distance was appropriate and didn't make the accessibility changes asked of them for years. The city only made the accessibility changes once it was financially impossible for them to retain the original structure.

So while you might view them as the same, it's not a universally held view. The new bridges are viewed as universal access in the park, while the old bridges represent a city unwilling to listen to the concerns of its citizens.
