Yup he can but I think he fear as the same I do, that the same guy who did this won't follow 1 account rule and probably will upvote as many as needed to keep his photo as the main photo.
Had that happened to me before, just gave it away and let that happened. But I did report and had the portal deleted soon after, so whatever.
We should report that agent
Who is in charge to accept/decline photos? Because it's making a big mistake, just because some people want "authorship" on portals.
