The generic store or restaurant reason is commonly used among reviewers for other "generic" objects. Not correct, but it does happen.
This looks like a "generic" city's rules and regulation sign. That's why some reviewers selected wrongfully the "generic business" rejection reason. This sign is not really eligible being a non-unique element of a park; the city could use the same sign in any other parks.
Is there a better sign with the "real" name of that place you named "Somerset Ponds Reserve"? (Unless you are telling me that "Public Reserve" is the real name of that place...)
Those reserve signs are scattered all over parts of the park & common walkway areas all the suburb & have been approved in the past this one thou has been giving me alot of issues attempting to get thou. Iv had clear photos & details descriptions on all of them.
There is also a wildlife sign right across from it which again used all over the park has all been approved yet this one. Im just unsure the actual reason why 🤷♂️
