Sorry, but I don't understand which are the obvious reasons to delete that photo.
To me, it seems to clearly show the name of the PoI and the PoI itself, what's wrong with it in order to require its removal?
For sure because of the Frog ..... I'm well entertained xD
But is it a personal identifiable item or is it just a humorous pun that the image was submitted by an Enlightened?

the identifiable item would cause the rejection to prevent abuse during review process. If the wayspot is fine there is no reason to remove it, as long as evrything else follows the criteria, I think.
According to similar examples I would suggest, that this is not the original picture. It's very likely that it would have failed during the review process, but Niantic approves such pictures often when submitted as additional one
