How are we actually supposed to handle nomination photos with people in them?

We actually have conflicting guidance from Wayfarer about people in photos. In one location it says:
The following should not be submitted and, when reviewing, should be considered as rejection criteria: ...
Includes people, body parts, or live animals
...
Photos with recognizable faces...
In another place we get this:

As a general rule, don’t submit photos that include people if you can avoid it. If you can’t (like at a crowded tourist attraction), you may submit the photo with people so long as they aren't the focus or posing for the camera.

So, how are we actually supposed to review nominations where the picture includes a recognizable person that is not posing to be part of the photo?

Reject it, if it isnt almost impossible to make a photo without persons (Like the Eiffel tower or similar attractions). For ecample a playground can be easily get photographed without persons in it.
I would reject it. New laws were made in several countries that people who are photographed have a claim on the usage of the pictures. So it would be illegal to post it without written permission.
I think it depends if you can clearly see a face sure reject but for example if it's really far in the picture and you can't see for example what kind of hair they have or something then it's alright for me
Reject unless it’s unavoidable like a huge tourist attraction where you’ll never get a photo without people in it then I would say it’s a judgement call really on whether or not it could happen without people
Things like the Eiffel tower itself, as long as they aren’t posing, is fine because it is popular and that big you cannot avoid it (plus the fact the people will be that small in comparison). A sign for the Eiffel tower, for example, is going to be smaller and easier to get a photo without people so that would not be OK
As an additional notes, comparing the photo with Street view (if available) will also help, for example:
In the nomination photo, you can see many people came out after praying in the mosque are shown in the photo, yet neither of them posing in the photo. While in the Street view, no people were shown. So, those people actually can be avoided to be included in the photo.
