Most cases these would fall under "do not meet criteria" or "generic business." These private businesses might not have emergency services, but operate a standard (albeit important) service that alone does not make the business eligible.

I do not have photos, but they are usually private medical clinics, I understand that they are generic businesses since they have nothing special
