Additional information: With the in-game photo being a picture of the plaque on the stone, the location is off from what the picture shows.

But is the current location actually accurate? The rule of thumb is that if the current location is accurate, don't move it. And as the PoI is the garden itself and not the plaque, if the portal/stop is currently inside the garden, I'd say it shouldn't be moved.
It's not in the garden part anyways, the green the waypoint is in, is just grass. The Flower Garden is only on the left side and around the plaque.
