The only anomalies I see here are the insane amounts of trash submissions that are clogging Wayfarer. If you can't detect that I am very well capable of scrapping insane amounts of worthless non-POIs in a very short time, well then I am sorry, someone else will have to do the work. I am not going to "wait" just because you (Niantic) think every piece of garbage deserves more consideration.

You are rating too fast. Take at least 20 seconds per review. Otherwise this is not the last cooldown.
That is a dumb answer. Once we get to be good at something, we shouldn't have to slow down to fool their system.
I strongly suspect something changed this week. I have not changed my behaviors. For the first time ever, I've gotten 3 4-hour cooldowns in the last 24 hour period. This last time, I hadn't necessarily slowed down but I had added more (fake) variety to my ratings to avoid using patterns of scores. I think patterns of scores are natural and shouldn't be such a trigger for a cooldown.
Normally too similar patterns give 24 hours cooldowns. In this case, Nia want to make sure that you are not a bot reviewing.
I'd recomend going slow to avoid cooldowns. at least 2 minutes per review
20 seconds are enough, if you sometimes wait a bit longer (up to 2 minutes)^^
Same here, and I've received the last one after spending more than 2 minutes checking the real location of the proposal, so I think this 20 seconds rule won't help.
Edit: after reviewing 10 more proposals I've received a new cooldown.
Something has changed, when I was able to review for the first time I did like 200 reviews in a row or more without issues.

Please back your opinion with sources or stop sharing what is probably desinformation.
For what I have experienced, and other users too and reported on this forum, pattern has nothing to do in it. It is mostly about the time between clicking on a star and the submit button.
A good way to see this is to review pictures. First time you encounter pictures reviews you get your cooldown really quick.

The cooldowns are getting triggered when you review too fast (faster than 20 seconds per review). I have tested this with reviewing slow and then when I start to speed up (maximally 10 sec per review), it needed 15 reviews and I had a cooldown.
Photo reviews are normally made in like 5 seconds, so if you don't wait for a little, you will get cooldowns very quickly.
24-hour cooldowns won't get triggered because of review speed, otherwise, the old me who got a cooldown every 20 minutes would have had some of them. So the only possibility must be the review style and knowledge of the criteria.
Thats all based on my personal WF experience, also a what I have heard from my WF community in Germany.
It's too many of the same ratings too quickly. If you get a string of reviews that are getting the same ratings then take a short break to avoid the cool down
Thanks. Actually I apologize actually, I have read your message too fast, considering the original post was on 4 hours ban i thought you wrote that the 4 hours ban was related to patterns.
I actually never encountered a 24 hours ban, even if some others mentioned it.
Personally I do listen to something while doing pictures review. Instead of taking a lot of time for each review, you can also broke the speed of which you review every two or three review also. You can know when wayfarer began suspicious/pissed off because it will ask if you are a robot or send you honeypot (which I usually ignore unless they are quite obvious, some honeypot seems to me took at random from the database and sometimes are totally wrong).
I agree that I seem to get the 4 hour cool downs when I am reviewing too fast and can normally sense them coming.
I have only ever gotten 24 hour cool downs when I am distracted while reviewing and let too many nominations time out.
