Would you consider this abuse?

So in a local park here, there has been a Wayspot titled, "Freedom Tree #4" as long as I can remember. There's nothing special about the tree at all but I never thought anything of it. Just figured someone beat the system. Happens all the time. I see several things around town that aren't eligible that made it through somehow. I'd like to fix it but I know Niantic isn't going to remove them.

However, when I started using Wayfarer a few months ago I downloaded Ingress to make sure I wasn't submitting duplicates and then I noticed that there was a nearby wayspot titled, "Freedom Tree #2." Unlike the first tree, there was a dedication plaque in the ground at the base of the tree. Upon further inspection, there was a group of 3 trees all in very close proximity with dedication plaques. So close in fact that I assume that the user probably either nominated all 3 and they were too close together to show up even in Ingress or they realized that the others wouldn't show up and just stopped at the one.

Whatever the case, the fact remains that there are only 3 trees in the grouping with dedication plaques. To me, the person who nominated the "4th" was using the nearby wayspot to influence others and get a new wayspot that shouldn't exist. There is no plaque there and there is no evidence to show that there ever was. I know that people like to say that the criteria for approval isn't the same as the criteria for removal but to me, this is an abuse of the system.

If it were up to me, I'd remove the Freedom Tree 4 wayspot and rename the other "Freedom Trees" and put the plaque information in the description.

The "4th" tree is the one north of the path. The 3 grouped together are the actual Freedom Trees.

/\ These are the plaques /\

This is the base of the 4th Freedom Tree. No plaque, no disturbed area to suggest there was anything removed. Just a regular tree.

So would you recommend submitting an appeal? I did already submit it for removal but got rejected.
