Multiple Submissions Approved not in game or ingress

So I’ve had submissions that have been approved, but just simply not in game. Or on ingress either, any reason why that would be the case. I’ve checked with the level 14 cells and the submission is in its own cell with none other

To get your POIs ingame, they have to be At least 20 meters away from other POIs, otherwise they get deleted by the system. For PoGo, they also need to be in their own lvl 17 (14 is for gyms) S2 cell.
the particular submission is in its own cell, why is it then other stops are not “20m” apart but in their own cell appearing in game. Doesnt make much sense to me
the cell doesnt matter as long as the POI is in a 20 meter radius.
