Banned from reviewing?

My fellow PoGo player (lvl 40) have an issue with Wayfarer. He is not speaking English well, so he asked me for help with resolving problem. He is lvl 40 for 2 months, he did about 20-50 reviews, and than Wayfarer showed him info on the pic below for the first time. So far we know this is some kind of ban, but its on account for 2 months now, keeping him from rewieving. What is this and how to stop it?

Are you saying that he is seeing this message since two month ? The old message was : " There are no more nominations available to review at this time".
Yes i am sure he can't review anything since past 2 months. Anytime he goes on Wayfarer he see this.
