Wayspot clarification

I need some guideline clarification. Before Wayfarer came into existence and each Wayspot was created by somebody in Ingress, each Target (store) in the county that I live had at least one Portal created. Does each Target in each surround county have a Portal? The answer is likely. I have nothing against Target. However, each Portal or PokeStop is a picture of one of the big red balls that Wayfarer states do not nominate. Is one at each Target eligible or ineligible is my question? I can only guess.

I would say 1* generic. This is a bigger company with multiple stores, not a local hotspot.
I just reviewed a submission that was a Tesco supermarket (the equivalent of Target in the UK and some parts of Europe). Definitely a 1-star 'generic business'.
They're either legacy POIs or Niantic had a partnership with Target. But no, Target is a huge store chain so unless the store has some unique feature (e.g. a statue built in the front entrance) they should definitively fall under the generic business category.
The first photo on the new "Rejection Criteria" page (https://wayfarer.nianticlabs.com/criteria#rejection) is literally one of those red Target bollards that you're talking about. There's one that's a wayspot at my local Target, too. Existing wayspots for these are generally (hopefully) nominations that were accepted years ago, and any new nominations should 100% be rejected.

I would have said straight up 1 star, but then, I thought the same for Starbucks, then niacassey said that she would have submitted her Starbucks in her wee town as its the only cafe in the town and its where people would go, even they said they would shoe it on a tour of her town, so if someone could argue it enough, a target COULD pass
Does a Target shopping store meet the same function as a cafe, which is to say a social gathering location to share ideas and community? Or does it simply serve as a place to exchange money for goods?
