Multiple POIs on one playground

I know, that there is the rule "only one POI per play area". But lets pretend there is another one in the same play area (the swing is already a POI and someone is submitting another play equipment). Do I have to vote 1* -> Doesnt meet criteria or duplicate (even if it isnt the same equipment)?

I would mark it as a duplicate. If the submitter wants to complain that "they aren't the same", I would simply respond that they should stop gaming the system by trying to make one Wayspot into several.
Thats exactly the porblem I got a lot of times. People think, they can submit every single playgroung equipment as a POI but then wonder why they got marked as duplicate.. I would say, the 1* is better. But thats exactly why I am asking
Duplicate is the correct choice and gives the correct message to submitter.
If they don't understand the reason, IMHO it's more that they just don't want to understand.
