There are evaluators who do not know how to evaluate and they reject the wayspots even though they are valid, even given the criteria of Niantic. Well, I sent a request for wayspot from a square in my city and it was refused. Everything was right in the order, even so, it was refused. I don't know what's going on in this system, let alone with the evaluators. Maybe they are playing games with us. Because that is not possible.

Could you perhaps show us the nomination in question? It's hard to say anything when we don't know what we're discussing here.

but the problem was not the name of the order. But yes, the refusal, even though it is a point that meets niantic criteria
What Nadirwered was asking you, was to provide all details of your submission : Title, description, additionnal picture and supplemental informations you provided in text form or screenshots.
From what I can see, it looks like a public place/park/rest area. With the old guidelines, these kind of places required that you submit the Sign with the name of that place,not simply a picture of that place.
Acceptance Criteria now says : "Must be a permanent physical, tangible, and identifiable place or object, or object that placemarks an area", that's why reviewers may still prefer you to submit a sign instead of the place with non-unique element such as benches, flower pots and light post.
Does this place have an Official name? Is it identified in Google map? Is it listed in any city website?
The best, if you want to submit again would be to submit a picture of a sign (if availble). If there are no Sign, try to provide more supporting statements in the supplemental information : why it's a nice gathering place for locals, is there any social/cultural events held there, any URL, etc.
