Question about photo review outcome

A hypothesis situation. Let's say that in the example above for the photo review, that the tiled photo of the blue sky is the current cover photo of the Wayspot with the most likes (19 theoretical likes for this slanted photo).

Then someone adds their photo of the same church as in the second photo, a nice front-on facing photo. By the Photo Guidelines, sideways photos should be rejected, that photo of the church would never be approved with today's reviewers. Accept the new photo to be added to the wayspot and mark the sidewards photo as Doesn't meet criteria.

So after X amount of people has completed this photo review, what happens? If enough people rejected the photo that was originally on the Wayspot as Doesn't meet criteria, it should disappear and be removed from the Wayspot album right? Or will only the reverse happen? The photo that was submitted to the Wayspot gets approved but the sidewards photo stays? And... stays as the cover photo until enough people like the nice non-sidewards one?
