for two days now I can't rate, but without being banned. it just says 'well done, come back later for more'.

I want to rate so bad but can't. what's the matter with that?

Niantic has "clarified" that while there may be additional nominations in your area, you are only "allowed" so many at a time and not really explained more than that. I consider it a long term children and the fact that it acts like a good thing is just more condescending.
