"Upgrade next" didn't receive upgrade first

I submitted 5 POI today. As usual it takes a couple minutes until they show up on the wayfarer page. 3 of my 5 submitted POI were already visible and I marked one of them as "upgrade next". When I refreshed the page all 5 POI showed up and one of the 2 that didn't show up before received an upgrade (I did not intend to upgrade that submission at all and that's why it bothers me).
The submission on the bottom was the one marked as "upgrade next" the submission at the top received the upgrade.
Not entirely sure if this is considered a bug because it might be the case that the system auto deployed the upgrade before I refreshed the page and it was just bad timing but in that case it's a poor design choice.
Could be solved if there was a cooldown to deploying upgrades to new submissions (Like for example a submission needs to be at least 1 hour old before an upgrade can be auto deployed)
