How can I know why a portal was removed from my area and if it can be recovered?

I just saw that two portals were removed from my area. How can I know the reason it was deleted and why and can it be recovered?

Niantic never discloses the reason why a Wayspot was removed, but we can often guess by comparing the Wayspot to the removal criteria and see which one was likely to fit.
