Additional information: this had a request for a manual location edit to move this portal from a location over 10 metres incorrectly placed. This happened today, It seems the portal was moved but the pokestop that already existed in game has disappeared. This is a request to reinstate the stop as the wayspot portal is still on the intel.

I’m sorry how is this abusive behaviour? The edit was done to correct the location.
If this is the case then it’s a system that’s encouraging misplacement and inaccuracies. Oh and one that benefits ingressers more.
Maybe I explain to you what other might means (but I think you known what they means before I wrote this):
Looking at your location [Title of the Wayspot: Signs of a Lost Railway, Location: (51.2737823, 1.0620069), City: Canterbury, Country: England], someone did excelent work with making all these roads added to streetview, so it's easy to see even without checking on Intel that there are some things in this location that might be and possibly are a POI.
Near your sign I see at least 2 things that might be a POI, and both of them are too close to your sign to allow all of them appear either in Ingress or in PoGo. So it looks like someone deliberatery nominated sign in wrong place to get it accepted, and now it was moved to it correct place to have 2 POIs when in normal situation it would be impossible. Looks like it was enough for Ingress, but PoGO now has mechanics that block this abuse, and your moved POI was correctly removed from PoGO for being relocated to occupied cell with another POI that is visible in PoGo. Actions like that to make POI cluster are considered abuse, and players that do it are punished for they abuse.
The only way that you're asking for apperance of this POI would be normal, it is if in this area aren't any POI that could make this POI dissapear from any game. But looking from reaction of others here (and Ingress player too, that could check your area for POI), it seems that there is more than one POI in this area, so my explanation seems to be accurate.
If you really didn't know it's abuse, now you know.
So when are they going to punish the Ingress players for abuse. The abuse they started before Pokémon came along. There are millions of portals that still remain that are too close together and should have never existed yet they remain in Ingress instead of disappearing like in Pokémon. This is why we get this sort of thing because it’s not fair. Many of Pokémon Go location edits are actually correcting Ingress location abuse that were done with fake 360s etc or simply a rubbish placement for the portal not to mention loads of awful low quality blurry pictures I’ve come across on portals many of them spammed with likes in order to keep the low quality picture as the photo-card. And Pokémon players are now losing waypoints within their game for just correcting previous abuse. All because of abuse that existed before their game did. While some location edits try and move things into the wrong place many are simply correcting the location and they still get punished for it. I’d like to see portals get removed too but that won’t happen because Ingress players never abuse the system do they now.
This system was created to combat widespread abuse where Pokemon Go players were deliberately misplacing Wayspots in empty S2 cells so that the Wayspot will appear in Pokemon Go, then move it to the correct location later. Rinse and repeat several times and they created an artificial cluster that wouldn't have existed had the Wayspots been in the correct location in the first.
If you think that misplacement is purely a pokemon thing then you are mistaken. Our town is rife with ingress misplacements just to make “bigger links” and ‘tactical play’. Oh and if we correct it, Pokemon players are punished but Ingress still get it, yeah that’s fair 🤷🏻♂️
But Ingress players are also punished. If you don't belive it, there are threads that remove clusters of POIs from many locations, just look at them.
In many cases abuse is unpinished, because no one reported it. Niantic can't check every location in the world to see if there are still abusive clusters. System was changed to make creating cluster impossible, but it don't means it would remove the old ones - it's not working that way.
When you see abusive POIs (fake POIs, misplaced POIs, bad photos added to make POI less interesting or to remove them etc.) - report them. There are 5 parts of forum made for appeals to make POI database and game area better (Invalid Wayspot Appeals, Location Edit Appeals, Title/Description Edit Appeals, Wayspot Photo Appeals, and Misc Appeals Discussion if the other 4 don't match your problem) - use these parts of forum to report thing that are abuse.
Don't justify new abuse because the old one is still unpunished - abuse is abuse, none of them should be done. Not everyone play fair, but it doesn't mean that there is any agreement to allow making abusive edits or fake nominations, because soemone else did.
And I don't understand why you think you were punished - if this POI is now in occupied cell, then it's normal you won't get second pokestop in PoGO. In PoGo you can have only 1 POI for cell - in Ingress you can have more. It was always like that, rules didn't changed.
I'm telling you specificly why this system was put in place and it is directly because of location abuse by Pokemon Go players. No matter how much you cry "Ingress players do it too!" does not justify the widespread abuse from Pokemon Go players.
I do report things daily. Keep being told things should remain which is ridiculous. And the things I report are obvious. They shouldn’t require an appeal. Loads and loads of duplicate portals and still I come here to appeal and they still don’t do anything. So I don’t bother anymore. Pointless.

I can understand your frustration, but looking at your threads most of your appeals were accepted (to remove POI or bad photo from POI), so your work wasn't pointless, and it did make difference. It was a good job.
I know that appeal process isn't the best (as you must appeal most things twice - first in game, and then next time on forum, because most of first appeals from game are rejected), and sometimes reason for not accepting appeal don't make sense, but most of appeals are accepted and do help making game clear. System isn't the best, and I hope that appeal process is one of things that will be changed with wayfarer changes too. Maybe we will get it until the end of year, it's something system really need.
And back to the topic of this thread: As others shown, making this sign POI and location edit of it could be considered abuse, as now two POIs looks to be too close to each other (looking at map it seems it's might be less than 10m between them). They shouldn't be in this place together even in Ingress as they're too close to each other. And as POI from PoGO, it dissapeared, because they're both in one cell.
Unless you have proof of abusive behavior please refain from these types of comments. This appears to be a poi that was submitted by another player and op was moving it. Simple statements like the one above are very easy to mis-interpret as accusing the poster of being abusive. The abuse in previous areas and by different people resulted in this system of removal being implemented.
