Nominations have been “in voting” status for two years.

I have had multiple nominations from July 2019 stuck in the “in voting” status since their nominations, while multiple others have been locked in my queue from around the same time.

My nomination statuses and timelines don't make any sense to me, and your post doesn't give me hope either... why are two I made in January "In Queue" and two I made in April have been "In Voting" since April, along with one from June. 🤷♂️
The system is no "first in first out". There's many things (mnay unknown) that impact how long a nomination stays in queue.

There's a lot of unknowns, but one of the major knowns is number of nominations in a particular area, the area is subject to debate though.
Like the higher number of nominations in a particular area, the quicker the resolution?

Definitely up for debate then. I am in a suburban, outskirts part of town. There are only a handful of regular players, and not many of them are up to Level 40.
It comes down to the level 8 S2 cell, your area might be located inside a cell with a big city in it, making it extremely slow.
