The site is a national facility that manages water. It needs to be deleted because it is a place that is controlled by the guards and cannot be passed freely.

You need to show your rejection email for your invalid Wayspot report before you can appeal. Also, being in a restricted area is not grounds for removal. Wayspots in restricted or limited access area are very much allowed.

If employees and approved visitors can get onto the site and to the POI, then Niantic consider this to have "public access". Just because you cannot access it does not make it a reason for removal. Niantic have said this over and over again.
We took another look at the Wayspot in question and decided that it does not meet our criteria to place it at the requested location.
@NianticGiffard when will it be processed?

@NianticGiffard Is it just a confirmation that the criteria are not met?, The content of what to do is missing.
The answer means Niantic are happy with the location of the Waypoint and will not alter it. Your appeal has been rejected.
