A few meters I understand when someone moves to slow down the cell or for something to come up. But in the end, moving something a few tens of meters is silly
In this case, its more likely to get the cell rules restored. The cells sometimes got more than 5 PokeStops. I dont care about a meter, I care about the edit abuse. And like this, the abuse can get cleared.
But does it get them restored? In the last posts when Niantic moved stuff all the stops were still there. Only moves in game made them disappear.
They will disappear. It was possible to still restore them, but Niantic (should have) fixed it.

I dont know but they should have. Maybe they got restored via bug-using. Im not spoofing and Im not even living close to there, so I cant check.
What I learned (by comments here in the forum) is that they only disappear when the move goes through the usual system (ie move in game approved by wayfarer). When it's a move that is forced by Niantic because of appeals or direct reports they don't disappear. I have never been able to confirm it though, but I've seen multiple cases where the moves didn't destroy the clusters at all.
