I agree to a certain extent. I think if you have a submitter who has had 50-100 accepted Wayspots, they know what they’re doing.
Similarly if you have someone who has an Onyx Recon badge on Ingress (10,000 Wayfarer Agreements) they know what they’re doing and I’d probably exempt those persons. Or similar criteria.
They may apply it to anyone who has not already taken the Wayfarer test. I can't imagine most people who submit things like this will have taken the test, so hopefully they do get made to take the test when this update rolls out.
I think this kind of nominations won't be going away even if a new test is enforced.
There are users who understand the rules of Wayfarer/nominations very well, and still submit coal with long, poetic descriptions/supporting info trying to convince reviewers of how culturally important the flowerpot in their front yard is.
People who want easy wayspots/quantity over quality come in all sizes and shapes.
I would hope that someone who has passed the reviewer test would be automatically qualified to submit. Ideally they should be the same test, and someone who fails the test twice can neither review nor submit.
I've been saying this. all of us who are actively wayfarers already I dont think would have a problem being forced to retake the test... If they couldnt figure out a way to just do it for those who havent activated their wayfarer account yet...

As a software engineer with three decades of experience I can say with absolute certainty, and without even having seen any of the code myself, that Niantic can figure out who has and hasn't completed the Wayfarer test. I assume that's what you mean by "activated their wayfarer account". They have to have that information stored because it gates the player's access to Wayfarer. I'll be surprised if it isn't the same test for both reviewing and submitting, though. Both parts of the pipeline need to have the same information.
I left the Wayfarer review for 9 months after I completed my mission on getting my local POIs. I've returned to help friends build new POIs in their area and the Wayfarer reviews are worse. Now, there are way too many fast food or chain stores in nominations. Couple of daring STOP signs, too. I'm sick of playgrounds, too. Hope there will be a quick learning curve to steer to really cool POIs. Make it "Awesome, I want to go there!".
I understand that chain stores or fast food have no place in the game (and let's not even talk about STOP signs) but playgrounds are perfectly acceptable and fully meet the criteria.
I know it is more exciting to see a cultural nomination and unknown to the general public being accepted and integrated into the games but let us not forget that the spots are above all supports for the Niantic games at the base, and that the playgrounds are the ideal places which bring together the players children as their parents and that in addition they are always located in secure places.

However, that’s for new submitters only it seems. Those that already have access won’t need to pass it.
It should be for everyone. I think most of the old time submitters would happily do it for the greater good.

Sure, but if it's to choose between everybody or just the new ones, definitely everybody.
Bad nominations with easy agreememts are the bread a d butter of wayfarer. Don't really want them to go away.

Eh, I know that. You just wait until you see your 500th playground when your children are grown to 20.
