Why doesn't the Niantic Wayfarer consider adding a third of a charge attack and a second fast attack for Pokémon for GBL, because in the original movie series, Pokémon are not limited to two charge attacks and one fast attack?

Not Wayfarer-related. Niantic Wayfarer is the platform for creating new Wayspots for the games.
