If you consider the perspective of the map you are not moving it to the correct location... The pin should be at the base of the wall, otherwise you will actually be moving it inside of the building. But anyway, it's one of the reasons that reporting small moves basing them only on Google Maps is not really the best way.
Its on the object, so its correct. The tower is covering an area which doesnt get represented by the current location.
