Select photo's that don't meet the criteria vs select the best photo?

As a reviewer, you are sometimes asked to select the picture(s) that don't meet the criteria. You get multiple pictures of the same POI.

I often see that 1 picture is far less clear than the other one(s), however, it does meet the criteria. For example, it is taken a bit further away, or from a different angle and the object is less clear than on another picture. Than I am in doubt what to do. You want to provide the best possible photo, but not to do harm to the nominator...

    Do not compare photos with each other. Select photos that do not meet the criteria.

    I think it's designed to get a portfolio of different photos of the object, rather than just one "best" one. I don't know how Ingress handles it, but you can open up Pokestops in PoGo and see all the submitted photos, which is sometimes fun and interesting. You can also give them thumbs up if you want, and I'm sure that does something relevant somewhere, but I'm not up to speed on the details.
