Do you know what Wayspots appearing in PoGO but not Ingress is consistent with? Nominations that people report to having vanished from their nominations list and being approved (or rejected) faster than normal. You know what that means...?
I don't have any local sponsored Stops, besides Starbucks or BR, so I don't know if it's different between the "big" sponsorships and individual locations, but wouldn't there be a tag if it was sponsored?
There’s a dreadful mattress store pokestop that recently appeared near me that’s not in Ingress.
And somebody recently reported a Fred Meijer grocery store pokestop here (I’ll find the thread later when I’m not on my phone) that I couldn’t find in Mission Creator either.
I seem to remember coming across at least one more similar example.
There are some extremely disturbing conclusions that I am close to drawing here.
Another example of a bad nomination being accepted that doesn't show on IITC but is in GO, making it match what has been happening with Wayspots are reviewed and internally accepted by Niantic.
It is not sponsored, nor was it a Foursquare import. The location "should" be approx https://intel.ingress.com/?ll=43.53970,-79.85818 and it should populate in a few weeks as the sync goes from Lightship to the Ingress database.
What makes me think these were Niantic approved? I've had several friends locally & globally report nominations going missing from their nominations management list and then have them accepted in significantly faster than normal turnaround time for the area and they always take a few weeks to show up in Ingress despite showing up in PoGO almost instantaneously. Nominations missing from your page has frequently been explained to us as being a result of Niantic reviewing our nomination (which may also result in a "." rejection reason).
To add to @Gendgi-PGO's post of examples: this is a local stop that clearly should have been rejected. It appears in Pokemon Go, but like the others noted above, it does not appear in Ingress at all. I have no idea how the heck this ever got accepted with such a clear reason to reject because of the description. I would also like to note that the owner of this business has been spamming their ineligible business with repeated nominations. Some of which are still in voting. Niantic should probably look into the account that submitting this wayspot and take appropriate action.

The first concern is that @NianticCasey-ING previously clarified hydrants as ineligible due to their potential to block emergency services (and said there would be a published criteria update, but this never happened). But, and here's the kicker. Niantic reviews exist primarily due to a lawsuit. They are required to reject nominations that may be on private residential property.
Anyone here interested to a mural dedicated to a "Cowboy Hat Caterpie"-guy who always spam in the official Pokemon GO account in Twitter, which becomes a Pokestop?
Off-topic, these kind of frequent spammers is one of thee reason why there's no official Pokemon GO forum unlike the other games.
I would expect the small business outreach, if that even ever happened, to go through a bit more scrutiny. That was an ambitious project and one would think there would be paid Niantic support to guide those businesses in making the best possible promotional titles and descriptions: low-quality candidates with little supporting detail should have been excluded from the program and guided towards sponsored stop levels and contributions.
I'm curious what possibly convinced the team to approve of this.
Approved by Niantic because reviewers would never accept such garbage. Confirmed by the person who sent me the screenshot that it isn't Sponsored. Should appear here but isn't in Ingress.
We had a McDonald's go live far north. In one of their local Wayfarer channels, the submitter was livid that it got approved "unusually quickly" and so as soon as it went live in-game, they put a large amount of likes to try to turn it into a gym. Not that they know how the gym system works (nowadays), but it's either possible that the team was also involved in approving this or they have a voting syndicate.

Ingress Mission Creator does not show Portals, the intel map does.

Have you ever used the Mission Creator? It most certainly does show Portals, it even allows you to search title and/or description name.
Considering the business is a chain with locations, I wouldn't consider that to be the definitive spot.
