Hello,
I dunno if here is the right place, but lets go.

But the point never appear in game and was in empty cell and disapear from IITC the point...
Is it normal happens this?
Kind regards,

It is possible that in review it was moved from the position you submitted and it ended up within 20m of one of the nearby points. So it is approved but doesn’t appear in either game.
There are changes in how approved points move into the game. Lots of issues have been reported. If you look in the report a bug section of this forum you will see other instances. So it could be because of all those problems.
Hello @Garciapedroso-PGO,
Thank you for posting and congratulations on getting your Wayspot accepted! While they were accepted into Wayfarer, that does not mean they have been accepted by the Niantic games. It is individually up to the games to decide which Wayspots they choose to accept onto their game boards.
Uh oh, please don't start using copy and pasted responses already, that's the one thing everyone didn't want the new community manager to do
Seriously, and not just trying to be mean.
People come here with a hope to get actual and factual answers. Not the usual (Niantic) "talk to the bot and/or wall" treatment. The answer above is not re-building Wayfarer community, it's further destroying it.
Elijustrying gave already an answer that was actually helpful.
Did Niantic fail the robot test?
According to the latest version of the e-mails I get when a nomination is accepted, my nomination will go live "depending on its proximity to other Portals".
that is the only reason given for it not to go live: a proximity factor.
That proximity factor used to be approximately 20 metres, but now I am having nominations fail to go live that are over 100, 200, or even 750 metres from the nearest portal.
What are the proximity criteria now days for Ingress, then?
They’re still 20m. That got clarified recently on the Ingress forums (https://community.ingress.com/en/discussion/comment/153960#Comment_153960). However as part of that thread you’ll see there’s an issue with Ingress portals not appearing. If they’re on Pokémon GO, users have found if you 👍 the photo on there, it shows up on Ingress later. Niantic haven’t rolled out a full fix.
This recently happened to me. Wayspot accepted and actually shows up in the showcase when I review wayspots in my area but it isn't in IITC or Pokemon Go. It WAS within 20 metres of a wayspot in another cell that is NOT used in Pokemon Go, however. I was under the impression that things were adjusted to allow Pokestops within 20m if they were in a different cell.
Waiting to see if it shows up or not.
If it hasn't shown up at the next typical sync, it likely won't. The "within 20 meters but a free cell" has been inconsistent and may not be a feature. Also, your nomination may have been moved in voting and not accepted in the free cell.
It may have been moved but as I wrote earlier they'd have to move it a certain distance to not be too close to the original pin placement. They'd be putting the pin further away than I did to do that or on the opposite side for no reason. My pin placements were good. If I were cheating the system I'd not have inadvertently put it so close to the wayspot it sits in. I know the cells but I'm not putting pins in the wrong places.
I don't think people are being nefarious about it. Maybe they think they are helping by spreading things out... but putting two wayspots in the same cell.
I have had instances of pins being moved where I am pretty sure it was done deliberately to affect PoGo.
A classic case was in a small village which had nothing. The park had a play area plus separate Football pitch and basketball court. There was plenty other stuff, village hall, pub, church etc. I placed the play area pin at the entrance gate which was the focus of the picture (photosphere) done. This would also leave the possibility of the basketball court in a different level 17 cell - it wasn’t in my plans but if local players wanted it they would have had the possibility. But no it came back moved well into the play area and just over the boundary of the cell with the basketball court.
The village still got their exgym but honestly I do wonder about the mindset of some that review, they are the minority but why do things like this in a place which at that time had nothing.
Could still be ignorance. I have had pins moved to the center of the playfield, and I'm not tje only one.
ps. In case you want to correct that situation remotely. I have had success getting pins off the play field by requesting a location edit through the form for reports.

I do a agree I can’t be certain but given the shape of the play area and where the cell line was it was extremely likely.
I haven’t been bothered about moving it as I don’t think it’s a huge deal in this case. Just irritating that it was done. I never used wayfarer plus but i believe that it could show grid lines as you reviewed and it was instances like this that made me question whether that was a good thing.
We've had a case here in the forums where the POI was moved in review from the main door of a café to a secundary one on the side, clearly to put it in a busy cell (at least I couldn't have any other explanation).
It was appealed and fixed. They also claimed they took action on "the" wayfarer involved, what makes me wonder if a single reviewer is able to cause a move...
I've seen similar cases with playfiels, but they didn't accept the appeal because both positions would be equally correct.
