What do you define under old? This is a portal submitted by a PoGo player with a purchased and meanwhile deleted account.
The location you give on the Ingress Intel map is not in Neubrandenburg
The question should be - are the public or invited visitors able to visit these Waypoints. Just down the road from me is a similar "secure" military training facility / historic location. However, they have "open days" or visitor days when the public are allowed onto the grounds to look at the buildings, statues, memorial plaques and similar. There are lots of Waypoints at this site, even if most people can only visit 1 or 2 days per year.

Even if there is an Open Day, it is forbidden to use cameras or other technical devices to record images (such as smartphones) on the premises!
