Roundabouts

Hello, this one is popped out just now.
This is the statue (or monument) of fish and shrimp, generally represents local specialties of that area. This statue is located in the middle of a roundabout and has no safe crossing path (like zebra cross) to it, but it still has a pedestrian path around of it, as seen in the Street view:
But after some look around I saw this:
You can see that there's a lot of people doing activities near that statue, in the edge of a road.
I would recall this activity as temporary or possibly weekly, but now I don't have any clue how would I rate this.
Would this nomination eligible, given that Street view? Or in generally, would any acceptable object located in the middle of a roundabout eligible, given there's a safe way to access it, even for locals?
Thank you.

Hi patsufredo-PGO you have answered the question yourself. If you take it back to basics the guidelines they say it must have pedestrian access leading up to it, so it would be a no. I think that's a very similar question from the wayfarer test question.
Honestly that's looks like a pavement going round it, as well as a decorated bit to also stand on, so I would say it's acceptable. The roundabout rule, as I read it, was if there was no pavement to stand on then it wasnt a safe access bit but that clearly has a safe bit to stand at, 2 rings of them actually
That's not a proper pavement or sidewalk. That's literally a decorative that goes around the roundabout. There's ones like it outside my town.
Agree that's a decorative "footpath" and it wouldn't be expected pedestrians routinely use that, given the volatile nature of roundabouts. I would reject for no safe access.
As a follow on from my previous comment. The nomination definitely doesn't have safe access. There's no crossing over to the "footpath" on the roundabout.
Streetview can be seen here.
To me that looks like a wide curb and not a sidewalk intended for pedestrians. Where I live in the US, where drivers aren't typically used to roundabouts, they are often intentionally constructed with idiot drivers in mind... a broad raised center with a curb that is just tall enough to be unmistakably jarring when you run over it, but short enough and wide enough that you don't cause too much damage to your vehicle. This one just looks more decorative than usual.
That's pretty much what it is. We have similar things in the UK on some of our roundabouts.
As I stated in a previous comment, looking at the streetview of it, it's definitely not intended for pedestrian access as there is a distinct lack of a crossing to it.
