It's just not motivating having to reject something that is explicitely mentionned in the rejection criteria. If it had been a painting on the wall of the school I could have lived with it (it would still be an easy agreement) but this was just a picture of the school building, nominating the school itself.
This means that this nominator hasn't even read the criteria.
I also got to see a newly painted (and signed) mural. That one was also an easy agreement - I prefer that kind of easy agreements ;-)
I don't submit much, but when I do, I do a lot. (Exploring new parts of the city, new cities etc) So i think 1 per day, up to 40 sounds good to me. This will be a welcomed change on my side.
Same goes for abusive stuff. In my opinion these reports should be even more limited, but also checked better. Reporting system is basicly useless anyway, since you just need the confirmation to post on the forums to get it actually removed. It would be great if reports ingame would actually matter more, and if that works through limiting I would def. be okay with that.
I really, really dont like the edit stuff though. The waypoint network doesnt really emphazise on great quality (eventhough it tries to). I like to provide thought through titles, description and take a nice new picture in good quality to improve existing waypoints - even when just visting cities. Especially for pictures this can be very annoying to be limited at "just 40". The limit and daily rate should be double in my opinion. Also when visiting new cities i try to make an AR-scan of any location i come across. Mainly for my ingress medal though, but having only 200 for a trip to a new cities is really demotivating. I think 400 per 7 days was a good rate, i still capped it once in a while - so i would even vote for raising the limit even more - not cutting it in half :(

A good balance could be 1-2 nominations every week, up to 5-10. Then being able to earn other nominations with reviewing, like 1 nomination every 10 agreements, only with a "great" rate.
Another way is having real in-game rewards, like 100 dust every agreement. Not a useless medal.
Then we can talk about reducing the useless backlog with some simple moves like limits to edits and removing the 1 pokestop for L17 cell limit. Limit to 1 location edit per time, too many people don't know that they have to wait the confirmation mail and retry it 10 times; could be something that happens only in my area but too many times I have to review again and again the same wayspot edits because people resubmit the same edit. Then, removing the L17 cell limit in PoGo could like cut in half the backlog, at least in my area 50% (I'm not joking) of the stuff I have to review are location edits to move pokestops out of cells.
I think the point is, the majority of people don't think that this change is a bad idea in every situation.
It's just that with the current situation, where the system is extremely backlogged and bugridden, and with a near complete lack of satisfactory education for both submitters and reviewers - this change will do more harm than good.
There's no point in adding more water to the tank if it has got holes and cracks all over, and people keep polluting it.
It's nice I can submit more sure. But my current submissions already take way too long to be reviewed (2+ years for some of them at this point. And it would be much worse if I hadn't used upgrades on some of my oldest). We need viewer submissions and more reviews.
I like the suggestion tehstone made, make it so reviewing grants you additional submissions. This way you can still submit more than you can currently, but the method requires you to also take out other submissions from the queue. Not making a problem that seems to be getting worse ever since OPR started even worse, or at least doing nothing to make it better.
I'm already waiting 6 months to get playgrounds and murals accepted. Increasing the amount of submissions without earning them through reviews seems entirely unnecessary. 99% of players of both games have no interest in reviews but there is no penalty to people who just submit a seven lousy things in case one of them might make it through each week.
Removing the L17 cell restriction to stop the slight location edits that are often impossible to genuinely evaluate is an interesting idea. Would there be some other restriction to compensate, ie upping the exclusion radius to 25m? I imagine that would remove a lot of gyms and annoy people, but there would surely need to be some added requirements to keep the gameboard from getting too cluttered. I also doubt a game's team is willing to make such a big change for the sake of Wayfarer.
I'm grateful that we'll have a level playing field with Ingress agents when it comes to numbers of submissions, and the fact that it's a net increase for us is a good thing.
That being said, I do echo the sentiment that the submitters test should have been introduced before this change.
Yeah, why not make the regain of nominations much slower, like 1 every other day or less. Then you get earn more quicker through reviewing? Or a low cap that you can go beyond by reviewing?
I have only been in these forums a couple months but I don’t think I have ever read any kind of suggestion that there should be a submission cap increase without tethering that increase to reviewing.
Any chance you could reword the announcement with some examples or some better description because I'm struggling to make sense of a) how this is going to work - does submitting "1 location edit" get me an increased number of nominations and b) exactly what is the maximim limit of nominations that can be held at any one time in PoGo - 40 or 200? Needs to be explained much better.
An yes, I agree with the majority of comments so far - a terrible idea which will clog up the Wayfair system with a huge number of addtional "Spam / not eligible / does not meet criteria / I need a stop here because I have to walk 5 minutes to a pokestop" submissions that reviewers will need to weed out.
If you do this, can you please add an addtional category to the "Why is this an ineligble wayspot" list of "Submitter has obviously not read the citeria at all". Thanks.
I hope these changes aren't set in stone, it's obvious the only one to benefit from this is Niantic. Now they can get even more submissions for their lightship program. That's what this is about, bolstering their numbers so they can find more sources of revenue from Lightship. Meanwhile, less and less people are reviewing. Either burned out, frustrated with other changes/bugs/issues, want more than a "useless" medal/badge and probably some people who are done being free labor. I'm in basically all of those camps right now. But hey, full steam ahead on more changes without fixing the issues in front of us...
I would like to clarify that, even though there is a potential situation where this could work if other improvements are made, it would just be infinitely better to tie extra nominations to reviewing. Reviewers need more incentives.
Niantic hasnt informed us about the other changes that will come in October.
They had to tell us this beforehand, because, well, they wouldnt be able to launch the next version and "By the way, we have taken away all your submissions, you now have to let them build up to 40 days".

I don't think there is a maximum accrual. I read it that we accrue 1 a day (forever), and can use a maximum of 40 in a day.
So with 3 months of not nominating, you'd accrue 90 nominations. You could nominate 40 on the 91st day, another 40 on the 92nd day, then have 13 for the 93rd day.

i dont quite think that is what will happen. Theres a language barrier that shields us from getting the information into our language. In this case, i didnt really quite understand what happened when translating in german.
Keep the 7 per 14 Days to avoid major backlog in the Wayferer system, but allow players to store infinite(?) amount of submissions on our device so we can upload them using the new "upload later" feature when the 14 days are passed.
BUT if a nomination gets accepted the 14 days timer for that nomination gets instantly reset to zero days. This would encurage to only nominate high quality waypoints and rewards players for nominating without overloading the system.
Additionally people who get thier nominations flagged as "fake" or "abuse" frequently should get a reduced amount of available submissions until the point where they can´t sumbit anything at all. Since we can´t see the name of the submitter and multiple wayfinders would have to flag them it is almost impossible to target specific players who did nothing wrong.
While i´m at it: There needs to be more incentive for players to review waypoints, besides of the upgrades (which are absolutly conterproductive within Europe anyway)

Yes it would put off the odd casual submitter, but they barely bother anyway doing the odd nomination for the experience of doing one.
But I can see a future when people would be complaining that the quality of reviewing has dropped as people zip through trying to earn nominations. I’m pretty sure the players people are worried about submitting lots of rubbish are not going to turn into ideal reviewers.
It doesn’t benefit Niantic to have lots of submissions coming in if they can’t be reviewed and added to the database.
There needs to be a wholesale look at the flow of nominations to agreements as to why it clogs and breaks down - yes lack of reviewers is an issue but there are other clog points……but as we are meant to operate in the dark we can’t help.
There is also a need to make the task of reviewing worthwhile.
To all of you who are in areas with fewer waypoints who are happy about this change, I have something I'd like for you to think about.
Currently, you have quick response times for your nominations. This means that people are reviewing them (duh). Now where do you think these people are located? Do you know many people in your town or nearby towns who review? Do you know any? Chances are, nearly all of the reviewing is being done by people in areas with much slower response times. There are two reasons for this, the first is just statistics. Where more people live, more things happen. In this case, the population density of cities means higher numbers of actives reviewers.
But the second reason is that folks in slow areas reach a point where they have to upgrade anything in order to get it approved in a reasonable amount of time. For me, this is the single reason I still review. I've completed nearly 100k reviews and I used to really enjoy it for a lot of reasons. I no longer enjoy it at all or have any motivation whatsoever beyond earning upgrades.
What do you think will happen if folks like me stop reviewing? Your quick response times will slow down and you will no longer be able to get new waypoints. This certainly has already happened, we've all seen comments indicating that someone has or plans to stop reviewing once they no longer need upgrades. But I suspect that changes like this will accelerate this problem.
I live in a stagnant area where nothing moves unless upgraded. I do still submit locally as things turn up. I don’t need many as it’s not often I see something new.
But when I go away even for a day to an area with nothing it’s great to be able to submit and make a huge difference - and on these occasions I can easily not have enough which is a real shame.
Niantic has done very little to look after it’s volunteer work force - perhaps with DanBocat there will be a different attitude towards the wayfarer community and they will work to keep what they have and encourage more good reviewers.

if you **** of a part of your brain you can everyday explore the 5 minutes to the pokestop like it was the first time.

This is great. I can now save up a load of nominations and now set off a genesis bomb on untapped villages / towns. Excellent.
