You know what I almost never see? Reviews from the park that was a 3 minute drive away from me that I didn't know existed until 3 portals popped up there in the last 2 months. Asked the guy who submitted them when they did that? Last freaking year.
Thousands of reviews and I didn't see the stuff that close to me for months. It's like Niantic forgot the incentive in OPR was that you could help imrove your local area, but still treat it like locals are the ones reviewing the POIs.

So let's look at new nominations within Pokémon GO. Per the original post, you accrue 1 new nomination slot every day, so in 40 days you would have 40 new nomination slots. However, on day 41, you would still have 40 new nomination slots as the cap is 40 slots. So, on day 41, 42, 50.... any day once you have 40 you can make up to 40 new nominations in one day.
Now let's look at Title Edits. So for this category you get 2 accrued per day and since the cap is the same as above, you would reach that cap in half the time (20 days). So you can save them up or you can use them throughout. To best take advantage of this cap I would make sure you use them all before hitting the cap of 40 so that you don't have any go to waste.
This too applies to the following points respectively, daily accrual and the max per day/caps.
And what are you calling "abuse reports"? If it's the removal reports as it seems to be, it's not a good name. Things are often reported because they were permanently removed, and there's no abuse involved at all.
Makes you think, maybe an interesting experiment would be for all of us in areas with completely stagnant reviews to take a week or two off from reviewing and see what would happen. I wonder if it would be enough for the areas where things go through un-upgraded in a few days to even notice a change.

That is the reason why I have deliberately set my home location away from my place of residence on the border, because as a reviewer from Germany I am unsuitable both linguistically and in terms of understanding the importance of nominations from the "Benelux" countries around me.
General criticism of the current review radius*:
Long-distance reviewers from neighboring countries such as Luxembourg, the Netherlands and France and their handling of the topic of Hiking and Cycling Trails represented by their Markers are currently annoying countless nominators in German-speaking countries. Presumably it is because they lack the necessary understanding of the value, or, like me, because of the language barrier, they do not recognize the value behind it, which they should (have) according to Niantic's current criteria.

Additionally, it seems from a previous comment that you’re discussing how to bring Wayfarer access to Harry Potter: Wizards Unite. If that can happen, does that give those who play the “main” Niantic games a potential of 120 Nominations to use?
I think it could be good now that I’ve had some time to reflect but so long as Niantic crack down on repeated poor submissions of what we would label coal. I don’t want 120 nominations of someone’s front door. You have noted;

I don’t think players should be encouraged to use all their Waypoint nominations up in one go, as some will nominate garbage just to get an extra one back.
Where it could be great is if I visit somewhere new, with low Waypoints and lots of eligible & acceptable stuff. Or even where there’s a lot of location/title/description edits needed (Chatsworth House comes to mind if anyone is around there).
Entirely depends on how much Niantic can control it and want to maintain a high quality network of Waypoints.
I don't think that the people who need to review to have stuff passed are affected. They're probably still going to need to review to pass every single one. The ones in highly favored areas will get even more but this is coming at the expense of people who have wait times that are not long enough enough to motivate them to review think a couple of months. These people will see wait times lengthen and may review. You will probably get more reviewers from these fustrated players as the benefits of reviews are given to a select few. The select few seem to think this is fair because they don't have a lot. Honestly, waiting a year+ to hear a result when I've done 20,000+reviews is unfair when other places get it back in less than a week.
Niantic needs to do some sort of automatic detection or reverse image search for screenshots and 3rd party images. It also might help if they indicated to reviewers whether the submitter chose to use an uploaded photo, or if they took the picture in-app. I could see that leading to issues of people blanket rejecting uploaded photos, though.
Detecting screenshots and pictures of screens (as well as the same image being used for multiple POI) should be trivial. Search for 3rd party pictures might be a bit more difficult but definitely doable as well.
Showing to reviewers if it was an uploaded picture is something I'm not sure, though. As you say, it might lead to people rejecting all of them, so it would be better to just remove the feature instead. They could have it count negatively in the evaluation (as in require less reviewers rejecting it to reach a decision), but they would never disclosure it anyway.
It should be so easy to just detect screenshots, especially AR snapshots and photos that come from Pokemon GO.

?? I've made 600-odd portals in Ingress, and IIRC every single one of them was made using pictures stored on my phone, which IMO, as it should be ! I never nominate "on the spot". Every candidate I submit I research beforehand, visit, take photos of, go home, refine my submission, and then submit.
These are folders created specifically on (most, some, all?) Android devices for screenshots or PoGO app generated photos. I've never taken a screenshot of a photo to submit, I always nominate from my /camera file location.
That's why @HaramDingo-ING was suggesting that specific folders be "blacklisted," such as the folder associated with screenshots and the folder associated with Pokémon GO AR photos. They were not suggesting that all photos from phones be blacklisted.
Sometimes, the way certain phones generate and store their screenshots vary by manufacturer and model, so at times they are seen as "unsupported image formats" but there are far too many instances of screenshots and pogo pictures in Wayfarer, especially in photo contributions. They are horrendous, and rejecting such as "fake" or "third-party" does not cut it. Anyone in the #coaliest-coal channel would know.
If someone can enlighten me as to why a Pokemon GO AR photo should ever be added to a wayspot, then please do. Because I am sick of seeing Mewtwo's crotch or the spoofer (Pokeball in a star) icon. All (if not, most) of my photos are also in my camera's gallery.
While I like the idea of limiting excessive nominations by inexperienced players, particularly around their homes and workplaces, I'm not quite sure this will be achieved by effectively quadrupling the nomination allowance of a Pokemon GO player.
I'd have thought a better way would be to limit the number of nominations "In Queue" and "In Voting" to the number of "Accepted" +1. So when someone qualifies to be able to nominate they can nominate 1 submission. If accepted then they can nominate 2, etc. If not accepted they can nominate 1. If they find something better in the meantime then they can withdraw a nomination and submit the better one. Yes they will have to wait for their nomination to be reviewed but that would be an encouragement to review and get an upgrade etc - during which time they can learn what good nominations look like.
My first nomination was rejected (eventually) but I learned and a year later it was accepted-better photo, better explanation, etc.
Maybe +1 is a bit stingy and people wouldn't get buy in to submitting stuff but you could bombard them with emails and in game notifications to encourage them to review and get this upgraded so they can submit more.

So upon investigation, I was able to find out that when this goes live, everyone’s contributions will be topped up to the daily max amounts mentioned in the original post of this thread. To use your example, you will not start with your 7 available nominations, you will start with 40 available nomination submissions, 40 available edit submissions etc. I hope this clarification clears it up for explorers.

Nominations should be granted for agreements like upgrades. So wayfarer queue wouldn't be so much overloaded.
~25 / 50 agreements per review + widen review area if none left in chosen location.
