ABUSE - Tampa (Charleston Place) fake nature signs using photos from Google

A user in a Tampa, FL neighborhood (Charleston Place) has begun using the new "upload photo" feature to submit multiple fake nature signs using photos stolen from Google, as well as pleading with reviewers to accept them in the supplemental due to not having any Pokestops nearby.
So far I have spotted two fake nominations from the neighborhood, which are listed below. I have also previously reviewed multiple blatantly ineligble things from the same location, which is likely the same person. Please also look at the submitters nomination history and take appropriate action.

While we are unable to discuss our actions in detail to protect the submitter’s privacy, they may include, but are not limited to, sending a warning message, placing restrictions on their Wayfarer, Pokémon GO, or Ingress account, putting their account on probation, or placing a temporary or permanent suspension on their Wayfarer, Pokémon GO or Ingress account.
