Additional information: I am not sure whether or not this portal violates K-12 guidelines. Requesting that Niantic review the information below.

Harbour Bridge is located within the Manjedal Scout Camp. The camp is used for K-12 school groups and scout activities. Historically we have been provided with information that areas where the primary purpose is for Scouts activities involving K-12 children are not eligible. Some examples of information provided to the Wayfarer community is quoted below.

November 2019 -- forum post by NianticCasey

Hi folks,

I talked this over internally and we had quite the discussion about the nuances of this. There's a lot of different ways that this could be sliced when considering the guideline around K-12 schools and wayspots on school grounds.

Where we landed was here: If they’re full-time Cadet or Scount buildings where the primary purpose is gathering of people in the K-12 age range with a membership component, it would be considered similar to a private daycare center and ineligible. However, if it’s a public gathering place that’s occasionally used for Scout or Guide meetings, then yes it would be eligible like a playground where kids can gather but also are publicly accessible without a membership.

Q56: Can we have a clarification on whether all properties owned by Scouts and Guides should be marked as "K12" please?

A56: I am told that if they’re full-time Cadet or Scout buildings where the primary purpose is gathering of people in the K-12 age range with a membership component, it would be considered similar to a private daycare center and ineligible. However, if it’s a public gathering place that’s occasionally used for Scout or Guide meetings, then yes it would be eligible.

Q73: In OPR I see more and more submission of scout camp or scout installations. Personnally I would tend to consider these as school as the scouts are mostly children between 6 and 18 years but I would like to know your and Niantic's point of view

A73: We agree.

Firstly, the 'Harbour Bridge' Wayspot is part of the Manjedal Activity Centre. This can be seen by the MAC logo on one of the Wayspot photos.

The location of the Wayspot within Manjedal Activity Centre is also visible via the map.

Signage for the Manjedal Activity Centre bears the Scouts WA logo and name.

Their website (https://manjedal.scouts.org.au/), in addition to being part of the scouts.org.au domain, includes in their footer that they are part of the Scout Association of Australia.

The activities hosted by the camp are clearly for school aged children. For example, the photos in their gallery of Activities are of school aged children.

They feature testimonials from school teachers/groups on their website.

Their pricing and booking page indicates that they are able to be booked by Scout groups and School and Community groups (e.g. youth organisations).

Furthermore, on their Facebook page (https://www.facebook.com/ScoutsWAAdventureCentre/) they have confirmed that access is only for members of Scouts or school groups/community groups. It is not possible for the general public to attend.

Referring back to what NianticCasey said in 2019...

If they’re full-time Cadet or Scount buildings where the primary purpose is gathering of people in the K-12 age range with a membership component, it would be considered similar to a private daycare center and ineligible. However, if it’s a public gathering place that’s occasionally used for Scout or Guide meetings, then yes it would be eligible like a playground where kids can gather but also are publicly accessible without a membership.

Manjedal Activity Centre (which is where this Wayspot is located) appears to fit that first description. It's primary purpose is for K-12 students who are either part of Scouts, a school group or a community group, and it is not otherwise publicly accessible.

Hence, I would appreciate it if Niantic could review the decision to keep this Wayspot.

Thanks!
