Why am I seeing so many new ones? Niantic has been removing these for pedestrian access when reported too but new ones go live anyway.

Because there are so many of them still in-game, which makes people, including reviewers, think that they are acceptable nominations.
I would guess that people conflate actual artistic plaza fountains that are landmarks (like the one in Grant Park, where Go Fest is held, or the Onofrio Fountains) with these manmade pond aerator sprays.
I agree, I'm getting tired of seeing them too. Because they don't have pedestrian access, petitioning for removal is fortunately straightforward, though it would be better not to have to do in the first place.
I think that mpeople, at least in the US, don’t even know they are aerators. They think these are fountains. I learned from this forum that they are aerators.
