Structures inside apartment complex are eligible?

I was doing some researches on topics and seems that structures inside apartment complexes are eligible. The problem i'm facing is that people from Brazil use to deny those applications from playgrounds or a sports court inside apartment complexes arguing that this is inside a private property.

I'm asking that, because at least in portuguese-translations there's no mentions about apartment complexes being eligible on the criteria's pages. There's only mentions about "public areas" and this became ambiguous when reading.

Common areas of residential complexes (apartments, condos) can be eligible, yes. PRP rejection reason is intended for properties that house fewer than 4 families at a time.
I thought it was for single family residences.
Any individual unit at an apartment/condo/townhouse/etc complex is in itself a "single family residence". Nothing inside, in its yard, on its balcony, etc would be allowed, as those spots would still be single-family PRP.
But in a courtyard may be a playground. Down in the basement might be a party room. They may have a statue or gazebo in the shared space, and these locations could indeed be allowed. Not that they will be or should be allowed necessarily, you're gonna still have to do all the normal wayspot salesmanship.
Just a small clarification - While each individual apartment is a private residences, they do not count as "single family residence", as the very definition of a single family residence requires the dwelling itself not to share walls with any other home. In other words, only detached houses are single family residences, not apartments. The rest is absolutely correct.

To expand upon this, since the individual apartment units are still private residences, they would be an ineligible area as they do not have public access. This is different from private property in general (office buildings, apartment building/complex common areas, commercial areas such as malls). While they might have somewhat restricted access, is still is public access, and therefor eligible areas.
