The reason it was removed and your appeal rejected is because it's on single home private residence.

As others stated, Niantic has made it clear that murals on the walls of single family homes are not eligible. Rightfully removed.

It's pretty simple: The wall itself belongs to the house. You can argue that it's on the outside part of the wall, but it's still part of the wall. This might come as a shocker but all walls have two sides to them. The POI is on a PRP wall, and hence it was rightfully removed for PRP. What seems to be confusing you?

No they did not. All the "clarification" was about were for objects that were next to private residential property. If it is on private residential property, it is still invalid regardless of what it is.
