Retire a Wayspot that is under reconstruction?

Suppose there is a temple. And it has a Wayspot. It got damaged. Badly damaged. It’s now under reconstruction. It will reopen, say, in October. Should we retire this temple for now?

@NianticCasey-ING we've never had a rule that says "if it's illegal / trespassing to be nearby, remove" before, we've always been told that waypoints don't have to have permanent public access, as long as someone is allowed to reach a waypoint (reconstruction workers for example) it's acceptable.
If we're now meant to reject things that are temporarily 'illegal / trespassing to be nearby', that's going to rule out pretty much every indoor waypoint and every location in a mall and everything in parks that close at night.
Did you really intend to announce such a big change to the acceptance rules here?
Agree. I can see people now using this to justify removing Wayspots inside of gated communities, amusement parks, military bases, private clubs, government instillation, etc. where access is either limited or restricted to the general public. There are plenty of appeals claiming that a Wayspot should be removed because it is not accessible to the general public, and they get denied all the time.
