Historically Niantic o'clock is 1pm PST (9pm GMT), whatever time that is in your timezone and that's always been start/end time of events within Niantic games, so people refer to it as Niantic o'clock.
As for whether we get it today who knows, Niantic's track record is no communication is good communication, not announcing something is pretty standard for them, given the example of 2 weeks ago, don't announce something (a delay or whatever) till 24hrs AFTER the deadline.
Way I see it's either option a) they announce another pushback delay cause bugs which again isn't suprising b) they release and hope for the best and then find out the feature will cause things to crash and explode ala the upload later thing that swaps photos around cause were secretly the unannounced beta-testers for the feature.
I'll be pleasantly suprised /if/ the feature a) releases and b) actually is tested & works properly with a and b combined.

In one of the questions I asked about when we get a nomination slot back, very early observations seem that you will get a new nomination slot at 00:00 UTC. Had someone do one in our area in the morning, nomination came back a couple of hours later.
Yeah, so I submitted 2 things today, right after it went live, as of past midnight my time I still have the 2 slots consumed... So IDK if its 24 hours from the last submission orrr a specific time each day?

It's only a matter of time before they realize they can nominate up to 40 nominations daily and start using them up, especially for those who don't know this forum exist.
Since there have been concerns raised about the impact of the increase, would it be possible to have some data perhaps in weekly lumps of the number of submissions into the system starting a week ago and covering the next few weeks? It would need some sort of geographic breakdown, but it shouldn’t be too hard to do, and if it was I’d be happy enough with a global figure.
I can’t see what harm it would do and it would let us see if there is a noticeable and with time ongoing effect.

I'm wouldn't be surprised if wayfarer crashes or don't show the nomination for at least a day later in the site.

This is true for Pokemon Go, but not yet true for Ingress. It still says I have 7 with more possibly being available in 13 days.
It was stated in the initial announcement that this was coming to PoGO first and to Ingress TBD

Actually, it showed up for me about 30 or so minutes after midnight, so it looks like its at the start of the new day.
