Location pin intentionally set wrong

Below are a couple pics from a Description selection I crossed paths with.
The pin was intentionally set on the opposite side of where the signage is located and one of the selections for Description even admits this.
I do not believe this should be a Wayspot or at least
move the pin away from this persons couch?

Isn't it entirely possible that someone else called out the intentional movement as a couch portal, not that the location edit person did? We don't have any way of knowing where the description edits came from. So if anyone is going to be punished, better make sure it's ONLY the person trying to move the location.
Making description edits for any reason other than to actually improve the description is not allowed. Do I think it's as severe as the alleged abuse that prompted it? No. But a warning would still be justified.
Sure, if it's a warning, I suppose. Does Niantic actually send warnings, though?

We have reviewed the report and have taken action on the Wayspot and the Wayfinder in accordance with our policies. Thanks for helping us maintain the quality of the Wayspots.
Could the person have been nominating the sign because the church is already a wayspot? The sign is pretty far away from the building and says Wright Street which is where the sign is... I think.
Its not a nomination it was an edit for an existing Wayspot
