I'd just mark it as unable to find location for now if you don't want to choose a best location. I'd only mark it as abuse if it kept popping up with an increasing number of options or had directions telling you which on to pick.
This will add the cells as well as some other helpful things. As always I'll give my disclaimer that Niantic doesn't love 3rd party addons but since they're unable or unwilling to provide basics like this, we do what we can to pick up the slack. Use with discretion and remember to review fairly and accurately.
It's your preference. I generally choose locations near the entrance of the building because it feels like the most appropriate place for a wayspot to be while remaining accesible. (I also have frustrating memories of portals in the middle of buidlings I couldn't get good GPS in, leading to a lot of failed attempts at blowing them up.)
I can see this. Plus if said Church is fenced off, that could lead to added frustration, if it's just out of reach. There's a couple of Wayspots I know of that are just out of reach for me and it's annoying.
I agree. I don't understand why people want these cells so much while reviewing. To me it only adds unwanted bias regarding choosing the correct location.
Shouldn't that apply only to my own nominations? Why should I judge a nomination differently depending on the S2 cells if I'm really following Niantic's guidelines?
Unless you mean that some people might want to reject a nomination because they might mess with their S2 cell plans, that would be awful, but we know that wayfarer is full of every kind of a.b.users
We had a few examples here in the forums of people complaining about moves in review that didn't make any sense, such as moving a restaurant from the main door to a secundary door on the side. I can't think of any reason for that move apart from avoiding an empty cell, just so there would be no new stop in PGO.
I have every reason to believe that reviewers could move the POI so that they end up on an empty cell as well (and it probably is the most common situation, it's just that the submitters won't usually complain about it).
I can only think of bad reasons for seeing the cells while reviewing. Can anyone explain to me the good ones?

How often?
I will start making notes.
Yeah, it could be a bug in the system, or the same person making the same edit over and over again.
just got it again but a third choice has been added - should i mark this as abuse or keep saying unable to find an appropriate location?

I'm guessing the more appropriate location is on the building in this case?
I'm actually wondering how you managed to get the map cells on the Google satellite view given that Wayfarer+ went down the tubes. Or is it back up?

Niantic will never add information about S2 cells because they are irrelevant to reviewing and would cause some reviewers to review incorrectly.

We took a look at the Wayspot in question and found no abuse.
Thanks for replying!
