This and all portals like it should be removed anyway being that they are seasonal or temporary due to the freezing northern cold temperatures in Chicago land and north. This one however has been completely removed instead of just being drained and covered, I've attached a photo of what is left standing. I would appreciate feedback on how to get them removed easier, since this process is ridiculously long and a pain.

Appeal Accepted - Thanks for the appeal, Agent. We gave this a second look and after reviewing the additional evidence provided, we've decided to retire the Portal in question.
This fountain was not permanently removed. As he states on his own post, it was covered for the winter.
Which would also mean.. it and every other water fountain in the area should be removed as they are "temporary" per portal guidelines!
