How do I request deletion if a candidate who does not meet the criteria is approved?

A few months ago, I saw that the apartment building itself was built as a wayspot.
I tried to report it because it was an inappropriate wayspot, but I couldn't find a proper reason for reporting.
The apartment building itself is not a PRP, so you can't request it to be deleted by PRP.
What should I do?

Not sure what you mean by "the apartment building itself was built as a wayspot". There's an apartment building in my area that is painted with funny faces all over it, and because of that it's a POI, so there's nothing wrong with that. If there's absolutely nothing remarkable about the apartment building in question, you can report it as "permanently removed from this location", but be ready to submit an appeal and explain why it has to go in case you get rejected.

I don't understand why you want to remove this wayspot. Criteria change, but there is no need to remove old wayspots that do not meet current criteria. If the management wants the wayspot removed, let them know how to contact niantic.
I'd understand if it was an approval standard in the past. but apartment building itself has never been the standard for wayspot approval.

One key factor is supposed to be WHEN the wayspot was created. Things that were accepted by Niantic in the days prior to OPR/Wayfarer are generally considered to be "grandfathered". But things that were submitted to OPR/Wayfarer with no intention of ever meeting criteria are a special kind of "abuse".
Sometimes you can get somebody like @NianticCasey-ING or @NianticKN-ING to manually review such things, but my personal experience is that normally the answer, when appealing for a wayspot removal, is just "no".
We may be able to give further advice about a specific location, but we definitely need more information. Maybe you can provide a link to the location in the ingress intel map, or at least a link to it on google maps, and provide screens.hots?
And unfortunately, according to the September AMA at https://community.wayfarer.nianticlabs.com/discussion/7943/september-ama-responses-and-roadmap-update/ the guidelines for removal request neither include "abuse" nor "does not meet criteria".
(Yet I have still managed to get a pair of wayspots in my city that had both been created under abusive/false pretenses removed. It was NOT an easy process, and I can't say I really recommend that anybody else will ever want to go through all of that.)

The portal seems to be this one, and to my non-local eye, it does at least appear to have "unique" architecture, which itself is a valid acceptance criteria. The current portal photo doesn't showcase that, but perhaps there are secondary photos for the location that have fewer thumbs-up votes?

Niantic only applies the "private property" rule to single-family residences. Locations that are at multi-unit residences (including apartments, townhouses, etc) are allowed, so long as the POI is in a "communal" area. (ie. nothing inside any single unit, their balcony, yard, etc)
apparently i wasn't clear - i do not understand the reason you want this portal removed. it got into the game, and it is very hard to get one removed unless you are the property owner. is this an unsafe location or is it causing a traffic issue?
I was able to get ONE portal removed. the original approved photo was of a fountain in the middle of a lake and the pin was at a seating area nearby. someone (not me) edited the location to the middle of the lake where the fountain actually is. this location was inaccessible without going through private backyards and leaning or stepping over bushes surrounding the lake to keep people from falling in. obviously, i couldn't edit the fountain back to where it wasn't, so i submitted an ineligible report. on appeal of my denied request for deletion, i was able to provide photos to illustrate how this location required both trespass and unsafe activity. that is why i asked what was the reason to ask for the wayspot to be removed.
i submitted another request for removal of a poi on a private farm that was also denied. it is beside the farmer's driveway behind a locked fence. but i didn't appeal that one because it wasn't causing unsafe activity and technically people can pull off on the shoulder to access it - although most people pull into the driveway.
a wayspot at a church caused havoc for the pastor and congregation when rayquaza raids came out in pokemon go. everyone stood or parked under the covered driveway to access the gym to do the raids. at the last raid i did there, people were actually draped over the minister's car in her spot. i let her know what was going on and gave her the niantic information so she could have the gym removed, but instead she just had raids turned off.
if you are trying to get rid of this wayspot to solve an issue, let us know what the issue is, and maybe we can help you. the appeals process is tedious, but i am very glad niantic doesn't make it easy to get rid of a wayspot the community approved.

I have a similar issue but in some place where I am not and will not be. While reviewing, I noticed what was likely only a Portal and Portal. Screenshots can better describe. I lack the level needed in Ingress Prime to make changes.
Paragould Statue of Liberty (south of Paragould City Hall) in Paragould, Arkansas is the issue. I do not like the same thing being in more than one Portal.

This should be Paragould War Memorial. A better description is "This is a scaled-down bronze cast replica of the Statue of Liberty located in Courthouse Park created by John Paulding and was cast at the American Art Bronze Foundry in Chicago, Illinois in 1920. I want the imaginary duplicate on the north side West Court Street removed. If possible, I would like to do a title and description edit. I have reviewed more than 5000 nominations. That is how I stumbled upon this. Here is what I received from Niantic or Niantic Wayfarer as a reason for a no. I did the person that works in Mayor's Office. That wasted her time and my time. I guessed that would be the case. I do not send from the email what is already above here. That is being overly redundant. Here are the email.

Just leave it be. Unless the apartment will be demolished and/or Niantic will update their removal criteria, the POI won't meet any removal criteria.
