Anyone know what the Niantic logo means by "In Voting?" This the first time I've seen this.

It means that Niantic staff are doing the review.

Rant: It means one person at NIANTIC will look and decide. They'll bring their own cultural norms and ideas and apply them to the entire world... whether a nomination be in a country they know nothing of and in a language they don't know or will get imperfect translations for. They'll do it anyway while why they rightly ask us not to set a secondary review area for a place we don't know.
At least you are in the USA and have commonality with NIANTIC reviewers.

The decision of reject is "perfect". Either you can't understand why you submit was rejected, but right now it is reduced to idiocy
"This nomination has been rejected due to the following reason(s):
Niantic review decision."
PS. This was my submit. It is somewhere in the forest, so I am sure it was good submit.

Why do you assume that the Niantic reviewers are based in the United States?
They may have contracted outside of the USA but it still stands that NIANTIC reviewers are reviewing nominations in countries and with cultures they have no idea about and in languages that don't translate well.
but how will niantic decide better a random nomination somewhere in world vs the community i dont really understand ?
