Resubmitting this appeal since I went to the place and gathered more evidence. As you can see, the Wayspot does not exist at this location. There's basically a wasteland behind the gate. You can check that it's the same place by comparing it to the streetview, where the Wayspot also does not exist. Second photo shows the nearest portal, which does exist.
