Nominating AND voting restrictions

As per rules of the game you can't nominate a stop until you are level 38. Now I believe that you should not be able to vote until you are 38 maybe level 30-35. Why?
I understand that not all stops are legitimate but legitimate ones that get rejected for silly reasons like a bike route being a live animal, or a park sign taken during day rejected as taken at night, or a trail marker containing body parts. How do we cut down on silly rejections? I feel 2 year old [Redacted] are voting, and placing markers in the wrong spot because they don't know how cells work, and nominating mail boxes and gnomes on their front door step. For voting: Age restriction? Level restrictions?

You have to be level 38 to join Wayfarer so you do have to be level 38 to vote.
The way to cut down on bad rejections would have been to make the test more difficult but Niantic went the opposite way and now allow unlimited attempts, letting people retry every 15 minutes until they manage to pass so you can expect the quality of the reviewer pool to do way down and the queue to be clogged up when the people that brute forced their ways into being allowed to review start upgrading their junk submissions.
I’m pretty sure it’s 38 to nominate, 40 to review. At least, it was when I was level 39.
I reviewed for a week or so before I nominated anything and started when I was at level 38 a month and a half ago. I didn't hit level 40 until just before Halloween and had already been reviewing for about a month at that point. It has been level 38 for both as long as I have been playing (since the end of July).

Yeahp, this. Just being level 38 unlocks the whole suite. Easy peasy lemon squeezy.,
