Additional information: This is a venue on an island that is only open during summer months and even then the only safe access is by boat. It should be removed being that it's seasonal/temporary due to the freezing northern cold temperatures in Chicago land and north. It's not even open half the year and for the most part unaccessible when it's closed.

Attractions that are open seasonally don't meet removal criteria. That's not the same as temporary/seasonal display. The physical POI is still there, just not accessible all of the time.
A temporary/seasonal display would be something that is erected and removed seasonally. Unless they are destroying and rebuilding this bar every year, it wouldn't meet removal criteria.
It's a restaurant / venue. It's not like a basketball court where you can technically play in cold weather or just clean the snow off. No one is gathering there 9 months out of the year and it's unsafe to access during a lot of cold weather even with a boat.
What about an amusement park which is only open during summer months? Should all portals in that amusement park be removed?
If it's too cold to access the portal in the winter, wait until it's warmer before accessing it.
Temporary or seasonal are for things that are physically removed after a set period of time. It does not apply to locations that are accessible only during certain seasons. The island is still there even if it is not accessible all year round.
This is a poor example - six flags is now open during cold weather and even when it's not it's still staffed by employees. It's not in the middle of a lake. There is a lot of time when it's unsafe to even get there by boat and the ice is too thin to walk on. It doesn't even meet criteria for half the year - there's no one gathering.
I think it's a really cool venue but based this is based on other niantic decisions on pedestrian access due to ponds/lakes and POI that are "inactive" during winter months.
So long as some people have safe pedestrian access to it some of the time (which this does, as people are free to walk about on the island when the establishment is open), then there's no issue with it from an access point of view.
As for it being closed sometimes, that applies to lots of wayspots, especially those which are businesses. The physical POI still exists at the location even if it isn't open all of the time.
What other rules? The place has permanent moorings with active ferries (or shuttle boats) when in open for the season. It is similar to Blennarhassett Island, which has mutiple Wayspots on the island and is similarly closed to the public during the winter months.
It seems to me the most apt analogy may be a wayspot on the peak of a mountain. Even if it's physically impossible to safely reach the peak for a part of the year, the wayspot is allowed to remain.
Appeal Denied - Thanks for the appeal, Trainer. We took another look at the Pokéstop/Gym in question and decided that it does not meet our criteria for removal at this time.
